WPA Supplicant is lowlevel tool - it come before DHCP things as it has to authenticate Wifi card. What system do with card is something which wpa-supplicant does not care.

Agree. This is not a pure roaming.

And one more. Even without static ip. What if different roam networks uses dhcp but with different ip range? When dhclient update ip? Same again: wpa will change WiFi network, but dhclient will not change ip if set long dhcp lease time.
